  • Shooting on Illidge Road

    PHILIPSBURG--A man suffered two gunshot wounds, one to each leg, after he was attacked in a well-known bar on A.Th. Illidge Road that caters mainly to Spanish-speaking clientele.

    The 20-year-old man was rushed to St. Maarten Medical Center around 2:50am Monday.

    Police spokesman Inspector Ricardo Henson said, "I can confirm that this incident did indeed occur. Unfortunately, at this time I cannot divulge any additional information pertaining to this case. An investigation is underway."

  • Alliance submits proposal to stem short-term contracts to Parliament

    PHILIPSBURG--The National Alliance (NA) officially presented its draft amendment to the civil code to stem the abuse of short-term labour contracts to President of Parliament Gracita Arrindell on Monday with the hope that the initiative law will be handled expeditiously in the interest of workers.

    Democratic Party (DP) President Michael Ferrier, speaking with radio personality Lloyd Richardson on PJD2 1300 on Monday, lauded the NA initiative, saying it didn't matter from what party such an initiative came; as long as it was in the interest of the people of St. Maarten, it would have his support.

    The NA initiative will be the first piece of legislation to be handled by the Parliament of Country St. Maarten.

    NA Member of Parliament (MP) Louie Laveist told The Daily Herald last night that even though this would be the first piece of legislation to be handled by the Parliament of Country St. Maarten, which he said was in itself historical, this was not the issue for NA. "The issue for us is the importance of this draft initiative. We expect for the [President of Parliament] not to play politics with it and to react expeditiously, as this is in the best interest of workers on the island."

    NA based its proposal on the premise that workers holding jobs of a permanent nature should be given permanent employment and not placed on contracts. The proposal was announced by party leader MP William Marlin at a press conference last week Friday.

    A number of procedures have to be followed before the draft proposal can go into effect. It will have to be submitted to the Advisory Council. Once an advice has been rendered, the proposal can be tabled for discussion in a meeting of the Central Committee of Parliament. It then can be tabled for debate in a public meeting of Parliament. If approved by the majority of MPs, it will become law.

    Marlin had told reporters it was impossible for companies to operate seven days a week and have their workers on contracts and on a "starvation line" in terms of job security whereby they were hired for a few months, sent home and rehired on different contracts.

    He said businesses had been abusing the provision of short-term labour contracts for years to circumvent regulations put in place to protect workers. He said the abuse of the contracts had worsened to the point where some employers had turned the operations of their businesses into the structural use of short-term labour contracts.

  • Yara releases new single on Star Academy

    Lebanese singer Yara is scheduled to be the guest of honor on the talent show ?Star Academy? that is aired on the Lebanese satellite channel MTV. Yara at first requested to postpone her appearance on the program, but then decided not to due to her previous commitments to hold several concerts around the Arab world.

  • Tax office holds payments for some Census 2011 workers

    PHILIPSBURG--Based on e-mails circulating amongst some enumerators of the recently-concluded Census 2011 and forwarded to the media during the weekend, it appears that monies owed to many of them by the government are being withheld because of back taxes they owe the government.

    The enumerators ? persons who were out in the field conducting the census ? who are yet to be paid said they had never been told that the payment they would receive could be jeopardised because of unpaid taxes. In fact, some said they had asked this specific question in pre-census sessions and were told that monies would not be applied to their back taxes and that the payment was one flat fee of NAf. 1,000.

    While some enumerators said they could accept the payment being applied to back taxes, others were pretty upset.

    "We went out in the hot sun and sometimes left our families at night to go out and get this information for the government. We endured insults and various forms of abuse. Now we get told that we are getting nothing for all of that.

    "Some of us stepped forward to do this job for specific reasons. We needed that money for specific personal things. If this was the case they should have told us from the start. But they told us it would not happen," one enumerator said, adding that the government would not have anyone to assist for the next phase of the census.

    Several enumerators have confirmed receiving their payments, which were deposited in their bank accounts late last week.

    Economic Affairs Secretary General Miguel DeWeever, when contacted Sunday, did not have enough information to provide an informed explanation. Neither did Finance Minister Hiro Shigemoto. However, Minister Shigemoto indicated that he would check with the Receiver's Office on Monday to obtain clarity on the situation, as it would be the Receiver that would withhold payment for taxes owed.

    Shigemoto said he did not know what census workers had been told or by whom, but as far as taxes go, the Inspectorate of Taxes decides and no one else is authorised to say anything regarding payments being applied to taxes being applied owed.

    Makini Hickinson, head of Department of Statistics STAT, the branch of the government that executed the census, was off-island on Sunday and could not provide a comment.

    STAT Senior Statistical Analyst Maurette Antersijn confirmed to enumerators via e-mail on May 26 that their payment "has been put on hold by the tax office."

    The 2011 Census began on April 9 with more than 400 enumerators in the field. The majority of these enumerators were teachers. Census 2011 was executed for nine days, until April 17. The purpose was to collect information that will be analysed into vital statistical data for St. Maarten.

    STAT has scheduled a follow-up census period for next month and, in the meantime, has been asking those residents who have not been "counted in" to make appointments with the department so their information can be collected.
